Gov’t to reinvestigate Dacer-Corbito murder case -- De Lima
THE GOVERNMENT will reinvestigate a decade-old double murder case to put closure on the issue and give justice to the victims and surviving relatives, a Cabinet official said yesterday.

Justice Secretary Leila M. de Lima yesterday said she has decided to conduct a reinvestigation into the deaths of publicist Salvador "Bubby" P. Dacer and his driver, Emmanuel Corbito, who were murdered in November 2000 to achieve a "genuine closure" on the case.

"We will definitely push through with the reinvestigation. We owe it to everybody, especially to the Dacer family and to the victims to seriously continue this reinvestigation," she told reporters at a press briefing.

The decision came almost a month after the Court of Appeals dismissed murder charges and a warrant of arrest against principal suspect Senator Panfilo M. Lacson.

"Right after the Lenten break, we will come up with the proper mechanisms and the proper procedure to follow in the reinvestigation, especially whether we will be conducting it at the preliminary investigation level or at a fact-finding level," she said.

Mr. Lacson, who has gone out of hiding more than a year after the arrest warrant was served, will not be spared from the reinvestigation, Ms. de Lima said, even as she has yet to hear of Mr. Lacson’s commitment to his full cooperation in the reinvestigation.

The daughters of Mr. Dacer have appealed the case with the Supreme Court, but Ms. de Lima said she does not see this as a roadblock to the reopening of the probe.

"We have to respect the course of action taken by the Dacer family. But legally, I don’t see any obstacle to the reinvestigation even if there is a pending petition at the Supreme Court," she said.

"It’s even better to reinvestigate while there is a petition because if the results of the investigation would tend to strengthen or corroborate the claims of [witness and former police superintendent] Cezar O. Mancao II, then we can always share that with the Dacer family and submit that to the Supreme Court."

The Dacer family has accused Mr. Lacson, as then head of the now defunct Presidential Anti-Organized Crime Task Force during the Estrada administration, of masterminding the murders. Mr. Dacer was then identified with president Joseph E. Estrada.

The murder charge was, however, junked after the court ruled that Mr. Mancao, the lone witness presented by the Dacer family, had inconsistencies in various sworn statements.

President Benigno S. C. Aquino III had met with Mr. Lacson in Malacañang. He told reporters afterwards that he has yet to study the murder case given other issues needing his attention such as Filipinos trapped in conflicts in some Middle East countries and in Libya, and the fate of others in Japan who have been affected by calamities. -- N.
